Phase Transition Review Checklist

WHEN TO USE At pre-development-to-construction and construction-to-operations transitions; before any significant staff or contractor change.

How to Use It

1. Initiate this review at least four weeks before the transition date.

2. Complete each checklist item and identify any gaps requiring action before transition.

3. Brief the incoming team on all outstanding concerns, active relationships, and system status.

4. Conduct a joint community introduction: existing team introduces incoming team to key community contacts, ideally in person.

5. Verify that all open concerns in the Grievance Register are formally handed over.

6. Confirm that the incoming team has access to all relevant tools, registers, and documentation.

7. Review and update SE-GRM design for the new phase.

Purpose

To ensure that SE-GRM systems are reviewed, updated, and handed over properly when the project moves between phases, and that knowledge, relationships, and open concerns are not lost in the transition. Phase transitions are the most common moment of SE-GRM system failure.

Field Rationale

Across sites, the construction-to-operations transition was the most fragile moment in the SE-GRM lifecycle. Engagement-intensive construction teams handed over to lean operations teams with no structured knowledge transfer. Open concerns were not formally handed over. Community relationships built by construction-phase ComRel officers were not transferred.

Guidance Notes

! Field NoteThe single most important item on this list is the community introduction. A letter announcing the new contact is not a community introduction. The outgoing team member should personally introduce the incoming person to key community contacts in person, in the community, not in the project office.

Adaptation Guidance

For projects where the community has built a strong relationship with a specific ComRel officer, prepare the community for the transition in advance, not as a surprise. Explain why the change is happening, what continuity they can expect, and how to reach the new contact.
