SE-GRM Health Scorecard
WHEN TO USE Quarterly throughout the project lifecycle; after any major conflict or system failure.
How to Use It
1. Quarterly, review SE-GRM performance against each indicator.
2. For each indicator, assess: current status (Functional/Partially Functional/Not Functional), trend (Improving/Stable/Declining), and priority for action (H/M/L).
3. Identify the two or three highest-priority gaps for the coming quarter.
4. Assign responsibility and a timeline for each improvement action.
5. Share the scorecard with project management and relevant LGU.
6. Review progress at the next quarterly assessment.
Purpose
A periodic self-assessment of SE-GRM system performance, measuring signal capture quality, GRM uptake, response timeliness, feedback closure rates, and stakeholder trust indicators. The scorecard enables the project team to identify performance gaps before they become crises.
Field Rationale
SE-GRM systems were set up at pre-development in all four sites but were not reviewed or assessed during implementation. Gaps visible in retrospect (low signal capture, no feedback closure, system dependency on single individuals) would have been identifiable and addressable through regular performance review.

Guidance Notes
! Field Note — Early monitoring conversations, even when implementation is on track, signal to all parties that the agreement is taken seriously. A brief monthly check-in is more effective at maintaining commitment than waiting until deadlines are missed.
Adaptation Guidance
In community-project agreements, consider including a community representative on the monitoring team. Community verification of compliance builds trust in the agreement and in the process that produced it.
