Relevant SE-GRM Policies and Permit Roadmap

Listed below are policies relevant to SE-GRM in the RE sector. The aim is to guide users through key requirements for effective stakeholder engagement and grievance redress.

Regulatory requirements, permit conditions, and compliance obligations for renewable energy projects are complex, jurisdiction-specific, and may vary depending on the technology type, project location, applicable zoning, and other site-specific factors.

NOTE: This material covers SE-GRM matters only. Please validate the following before proceeding:

  • Have you confirmed the current EVOSS documentary checklist with DOE-REMB? Social acceptability requirements differ by RE technology type. Check that your compliance documentation reflects the correct standard for your project.

  • Does your project involve FPV on inland water? If so, check whether DAO 2025-20 (as amended by DAO 2025-30) applies, including to any previously issued ECCs. For FPV in Laguna de Bay specifically, confirm with both EMB Regional Office IV-A and LLDA whether DAO 2023-08 and LLDA Resolutions 379 and 413 apply to your project.

  • Is your project in or near a KBA, critical habitat, protected area, or Ramsar site? If so, confirm with DENR-BMB whether a Biodiversity Impact Assessment (BIA) is required before ECC issuance under DENR MO 2025-01.

  • Does your project involve offshore wind? Check whether your ECC was issued under the superseded DAO 2024-02. If so, confirm with DENR-EMB whether it is subject to review under the new DAO 2026-09 guidelines.

  • Have you determined your project's applicable water body classification under DAO 2025-24 (Water Quality Guidelines and General Effluent Standards 2025)? Confirm construction discharge limits and post-closure compliance requirements with EMB.

  • Have you assessed your project's obligations under the Extended Producer Responsibility Act (RA 11898 / DAO 2023-02)? Check with EMB whether post-consumer waste recovery requirements (particularly for solar panels and batteries at end-of-life) apply to your project.
