Welcome to the SE–GRM Resource Library. It is a a practical, field-tested collection of protocols, tools, and skills designed to strengthen stakeholder engagement (SE) and grievance redress mechanisms (GRM) across all stages of renewable energy development.

This library is built from real project experience across the Philippines, reflecting what actually happens on the ground, not just what is written in policy. It is designed for developers, LGUs, national agencies, CSOs, and communities who want to move from compliance to clear, credible, and trusted engagement systems.
