TOOL T-33 | Monitoring Tool | Module 9: Mediation & Third-Party Intervention
Post-Agreement Monitoring Sheet
WHEN TO USE Immediately after any mediated or negotiated agreement is signed; updated at each monitoring interval.
How to Use It
1. Immediately after signing the agreement, create a monitoring entry for each commitment.
2. For each commitment, record: the specific commitment, responsible party, agreed deadline, verification method, and who is responsible for monitoring.
3. At each monitoring interval, update the status of each commitment.
4. If a commitment is at risk of not being met, trigger an early alert before the deadline passes.
5. If a commitment is not met by the deadline, convene a follow-up session within 5 working days.
6. When all commitments are verified as complete, formally close the agreement record and notify all parties.
Purpose
To track the implementation of commitments made in mediated or negotiated agreements, ensuring agreements are fulfilled, early warning is possible if implementation falls behind, and parties can verify completion. An agreement that is not monitored is often not implemented.
Field Rationale
Across project contexts, agreements reached in formal or informal settings frequently failed in implementation, not because of bad faith but because no monitoring mechanism had been established. By the time the failure was visible, trust had eroded and re-engagement was significantly harder.

Guidance Notes
! Field Note — Early monitoring conversations, even when implementation is on track, signal to all parties that the agreement is taken seriously. A brief monthly check-in is more effective at maintaining commitment than waiting until deadlines are missed.
Adaptation Guidance
In community-project agreements, consider including a community representative on the monitoring team. Community verification of compliance builds trust in the agreement and in the process that produced it.
