Multi-Actor Messaging Matrix

WHEN TO USE Before any engagement activity involving multiple institutional actors; at each project phase.

How to Use It

1. Identify all actors who will interact with communities during the current phase.

2. For each key question communities are likely to ask, draft a consistent plain-language answer.

3. Share the matrix with all actors before any community engagement begins.

4. Review and update at each phase transition as project status and key messages change.

5. When inconsistencies arise, log them and update the matrix with a corrected, aligned response.

Purpose

To ensure that developers, contractors, LGUs, and national agencies give consistent answers when community members ask about the project. Inconsistent messaging, even when individually accurate, is interpreted by communities as deception or disorganization, and erodes trust rapidly.

Field Rationale

At Laguna Lake, community members were confused because developers, LGU officials, and national agency representatives gave different explanations of the project's regulatory status. The answers were not contradictory in substance, but they used different framing, and communities interpreted this as inconsistency. Trust declined.

Guidance Notes

! Field NoteThe most dangerous questions are those that actors answer differently because they do not know the correct answer. Before briefing the matrix, ensure that answers to land status, permit status, and project timeline questions are confirmed, not assumed.

Adaptation Guidance

This matrix should be reviewed, not just distributed, in a joint briefing session with all actors. The goal is for every actor to be able to answer key questions in plain language, from memory, in a conversation.
