Communication Kit

WHEN TO USE Developed before first community engagement; updated at each project phase and whenever scope changes.

How to Use It

1. Identify the five to eight most critical questions that community members are likely to ask about the project.

2. For each question, draft a plain-language answer understandable by someone with primary school education and no prior knowledge of renewable energy.

3. Develop materials in the primary local language (not just Filipino or English).

4. Adapt for different formats: printed factsheet, short verbal talking points, visual diagram.

5. Test materials with a small community group before wide distribution, revise based on what they understand.

6. Update whenever the project scope, timeline, or key facts change.

Purpose

A package of templated communication materials (factsheets, FAQs, posters, talking points, and engagement scripts) adapted to local language, literacy levels, and livelihood context. The Communication Kit ensures information reaches communities in forms they can actually understand and use.

Field Rationale

At multiple sites, community members described not understanding key project information despite having attended formal consultations. Technical language, regulatory jargon, and developer-centric framing made information inaccessible to people without technical backgrounds.

Guidance Notes

! Field NoteThe most important test of a Communication Kit is not whether it is technically accurate, it is whether the people it is aimed at understand it. If community members cannot summarize the key messages after reading the materials, the materials need revision. Test before you distribute.

Adaptation Guidance

For projects affecting fisherfolk or agricultural workers with lower literacy, visual materials are critical. A laminated one-page visual summary with simple icons and minimal text can be more effective than any written document.
